  • On January 23, 2006, the U.S. Department of Energy (DOE) raised the minimum allowable energy efficiency standard for new residential air conditioning systems from 10 to 13 seasonal energy efficiency ratio (SEER). The new mandate means that home cooling system manufacturers must now design products that comply with the 13 SEER rating. Homeowners are not required to replace existing units as a result of this mandate, though by doing so, they may shave up to 23 percent off their energy bill.
