- Jan. 1--When Candice Kistner, owner of State Farm Insurance Agency in Palo Alto, heard about the Santa Clara Valley Water District's program to install water-reducing toilets for free, it seemed a "no-brainer." Not only do the toilets cut water use significantly, but Kistner said they work better and stay cleaner than older models. But the no-brainer for Kistner has proved a tougher sell for other businesses in the area.
