- The city is proposing to change the definition of what constitutes a "bath," and it all has to do with parking spaces. Winding its way through the City Council is a bill that would change the zoning code definition of a bath, seeking to exclude commonly called "half-baths" and "powder rooms." But the need for the change has more to do with residential parking requirements that are typically governed by the number of baths in a dwelling, said City Councilor Isaac Benton, who introduced the legislation.
